Vista STABLE (Vista Senior Tenant Assistance for Balanced Living & Expenses) offers partial rental assistance to eligible low-income seniors in the City of Vista. The program includes four cohorts, each with ten available spots. Applications for the first cohort are open September 21 through September 28, 2026. As this is a pilot, future offerings may change depending on funding. Apply using the buttons below.
Who may qualify?
- Be age 65 or older and have a disability
- Live in a rental unit within Vista city limits
- Be the leaseholder or have legal tenancy
- Not currently receive rental assistance from another program
Income and financial requirements:
- Household income is at or below 30% of Area Median Income (AMI)
- More than 60% of gross household income is spent on housing costs
- After the subsidy is applied, housing costs must not exceed 60% of household income
Household assets do not exceed $2,000 for individuals or $3,000 for families.
